The fossil consists of a partial skeleton, without the skull. Parts of the hind legs, pelvis and spine has also been recovered.

It is distinguishable by its small head, long and slender neck, broad turtle-like body, a short tail, and two pairs of large, elongated paddles. It lends its name to the order Plesiosauria, of which it is an early, but fairly typical member.

The genus was named in 2002 by Wang Xiaolin, Zhou Zhonghe and Xu Xing. The type species, the only known, is Jeholopterus ninchengensis.
